ORVIA has no statutory authority. It is not a regulator, inspectorate or statutory safeguarding authority, it cannot compel disclosure or attendance, and it does not replace a statutory referral, investigation or determination.

  • The evidence relied upon, and the evidence that is missing.
  • Practice as it is actually carried out, not only as it is described.
  • Culture, leadership and the conditions in which decisions were made.
  • The accountability record: who decided what, when, and on what basis.

Families who believe something important has been missed, providers who need an independent view of their own assurance, and commissioners who need traceable findings they can scrutinise and act upon.

Intelligence and review

Safeguarding intelligence at ORVIA is delivered through the two paid Oversight review services. It is a way of reading evidence, not a separate product line, and it results in written findings with stated limitations rather than assurance ratings or scores.
